About SWA

The Saudi Water Authority regulate activities and services related to water operations, oversees them, and develops methodologies that contribute to achieving the objectives of the National Water Strategy in line with the aspirations of Saudi Vision 2030.

SWA Roles

The Saudi Water Authority has a mandate to promote water conservation and ensure that water is available to all. The SWA roles are:

Beneficiaries Protection

Beneficiaries Protection

Protect beneficiaries by regulating water resources and ensuring their sustainable use, while monitoring the quality of services provided. It also works to raise community awareness about the importance of water conservation and offers various communication channels for receiving complaints and feedback.

Supervising the Implementation of Strategic Directions

Supervising the Implementation of Strategic Directions

Integration with national strategies, programmes to localise the water sector industry and raise the percentage of local content, programmes to apply environmental, social and quality of life standards, and programmes to enhance research, innovation and international cooperation for water solutions.

Water Sector Regulation

Water Sector Regulation

Issuing licenses, permits, and guidelines related to entities and operational assets, defining specifications and quality standards for water and related services.

Water Security Planning and Management

Water Security Planning and Management

Integrating water supply chain projects and services and maximizing benefits, ensuring the availability of water security requirements and developing the necessary plans and programs for that, monitoring and analyzing data and measuring the performance of services and projects.

Production of Desalinated Water

Establishing and operating site-specific desalinated water production stations, and selling the desalinated water produced from the station in bulk, which produces more than 5,000 m3/day.

Production of Purified Water

Establishing and operating site-specific purified water production stations, and selling purified water produced from the station wholesale, which produces more than 5,000 m3/day.

Transport of Desalinated and Purified Water

Establishment and operation of facilities and pipelines—within a defined geographical scope—for transporting water from desalinated and purified water production plants to water distribution facilities for urban or industrial use. This does not include the activity of transporting wastewater or treated wastewater.

Strategic Water Storage

Establishment and operation of facilities and tanks—within a defined geographical scope—for storing water to be used in emergency supply situations. This does not include storing water in underground layers, dams, or for purposes other than ensuring supply stability.

Distribution of Desalinated and Purified Water

Establishment and operation of facilities, networks, and tanks—within a defined geographical scope—for distributing water to consumers for urban or industrial use. This includes the wholesale purchase of desalinated and purified water and pumping potable water through integrated plants. It does not include the distribution or retail sale of treated water.

Collecting and Transmitting of Sewage Wastewater

Establishment and operation of facilities, networks, pipelines, and tanks—within a defined geographical scope—for collecting wastewater and transporting it to treatment plants or discharge points.
